Is the govt going to do something about Corperate green card fraud?

Many tech companies chose to hire and keep greeN-card cariers over american citizens by publically placing the jobs available until they can renew the green card of the green card carrier meeting the federal requirements to give american citizens first. Many major tech companies will only recieve one application per person for any jobs in there company, this insures a light american application response to job listings. Will the usa ever crack down on this loop hole circus and look after american jobs for americans (10% + unemployment in the USA)
