If I'm applying for a federal job, but feel I'm getting jerked around, who do I report it too?

I've applied at over 50 different federal job listings, and it seems that every time I get into the final interviews and decisions, something or other comes up, and no one can give me answers to how or why I didn't qualify and/or get the job. I'm a veteran, which supposedly means I am getting preferential treatment in selection, and I qualify for these positions as they are listed, yet I never get anything but the run around... How do I complain, and who do I complain too?

  1. I think that's great that you actually get to the interview. I've never been called for an interview. Sending my resume to a government job site is like throwing my resume into a black hole. I have no idea what's on the other side. Are there people working in government offices or are they aliens?
