Let's say I am unemployed and need something for my resume. I have enough to gain money doing various things and I decide why not start a business only with the intention of being able to put something on my resume. I go and do all the legal procedures by starting an S-Corporation called Executive Management Services (if the name is available) and make myself Chief Executive Officer. I am the only owner and have no intention of making any profit. Since it's an S-Corporation it would be privately owned and I would own every share. So, I use my money to fund the expenses and every three weeks I would be the client of my business and arrange things for executives, actually, myself. So I'd find random people who can be listed on the payroll as temporary workers for about 1 hour a week just to do nothing but boost employees. Then when I disband my private business, I apply to other companies and list myself as Chief Executive Officer (which I was). Will this work? Technically it isn't fraud, it is legitimate, and it isn't illegal. It might not be widely done because people usually start businesses for profit but why not start one for a huge windfall job title? I am the business's only private owner, I am the chief executive officer, I am the only client, all the 1 hour workers only make 1 phone call or just stay home and look nice and have fun and get $10 free. Essentially it is a legal way to list yourself as Chief Executive Officer and it wouldn't get you automatically denied possible employment by lying on a resume and the Government will have the documents to prove the business existed and you were President, Chairman, & Chief Executive Officer.
