Is it illegal for any company to post fake job listings?

I have been unemployed for over a year now. I have applied to every place I can find online within 60 miles from my house and have even gone to some places in person, only to be told to go online to fill out an application. Just recently I noticed that the local Pizza Hut had listings for every position they have on several major employment opertunity sites. I applied for a few openings and got no answer. When I went to the resturaunt to talk to the manager I was given the excuse that they like to keep their options open for imediate replacements, should any of their employees be fired or quit. I think that this false hope is wrong and something is not right about posting false job openings. There are so many out there and it weighs heavily on a person after so much precieved rejection. To be honest. I have lost interest in even trying anymore. Why continue to pass out my SSN and personal info to these sites while some of them may be traps to get peoples info so they can apply for credit cards in your name and what not. I think that a law should be passed to prevent any company from posting fake job openings unless they want to be fined so hard they go out of business. I can't because I have no money and am stuck due to all this.

1. Yea if it isn't illegal it should be. those places shouldnt even post that stuff if you don't even have any chance of getting in whats the point. And yea a lot of places today all want you to go online which is fine but in all reality wouldnt you think if you gave them an app in person it looks better and it will get to them quicker. Because I doubt they look at all the online apps, because lets face it since its online people can be lazy and will do more and more online instead and I doubt they all get looked at. But I guess just be carefull of what websites your going on and like I said get more apps in person. I hope this helps..good luck! :)
2. And a lot of corporations have to run ads just to promote someone from within the organization. I worked for a company that never posted job openings on the offficial notice board. They always ran ads in the major state newspaper. if youy saw the jop you wanted you had to show up at the HR office and fill out an app.
