Which Country/state/city in Gulf is suitable to search IT Jobs?

Hi all, Please let me know which country/city/state is good to start search of IT jobs. I am planning to approach some consultancies to do this for me and they are asking me to choose the state from where i want to apply. Please let me know the city/state for the same. Thanks for the help.
