How to create a video animation using picture frames?

I need to make a video animation using multiple pictures... I need to use between 6 to 12 picture frames per second and the ability to add sound. Is there an accurate and easy program that will get this job done? Thanks in advance for the help. Is it possible to export a video file out of Adobe Flash? It is very important to have a video file (avi, wmv, mp4... etc) I don't want a flash file...
