Where can I upload a freelance graphics job, review the art submissions and the one selected gets paid?

I've been to the site before - Users could post a job, and I think prepay. Interested designers could upload their shot at the work. People could vote on the favorite, but the one selected by the job poster was paid for the work. Thanks for your help!

1. You can kinda do that on www.elance.com You don't get to pick from art submissions. What you do is post what you're looking for and people come and bid for how low of a price they're do it for. Then you choose based on the lowest price and best portfolio. I don't think there are any sites out there where you can get multiple people to do the work for free and just pick the best one.
