Which are the top cities in Colorado, California, Utah for people migrating and want to build their career?

I want to know about the best city in the above states where it is easy for IT professional to excel in his career and also which is the best place where cost of living is minimum

1. I will say Utah and Colorado since California has become too expensive especially the San Fernando Valley. They are not moving to Pacoima California. There are murders that are not reported to help the Real Estate Industry. I might move to Chandler Arizona.
