Been approved for work study and now looking at the job listings....?

I can start work this month and have been looking at the job listings but I was wondering, when they say "if interested in this position please contact (email)" do I just send an email that introduces me, my skills, and interest in the position or do I send them a formal resume and cover letter? One that I am particularly interested in is in the tutor center.

1. I would e-mail them detailing yourself, your skills, and why you are interested within the e-mail and leave a note at the bottom that, if they are interested in viewing it, a resume was attached with the e-mail.
