  1. If you have some programming experience, this is easily something you can do on your own. In your home development environment, you'll want probably want an IDE/text editor (I like UltraEdit for ASP and PHP) a database server and a web server. You can use the same machine to handle all of these tasks. A developer would probably charge you a minimum of $25 per hour, but that's on the low end. I bill at over $100 a hour.
  2. Webmasters charge high rates ($25/hour is absolute lowest). You can pick up a couple books to self teach. In terms of computing systems, you can find cheap space online (not free, but cheap), or you can host it on your own system. Ensuring your system is stable and secure can be difficult if you aren't familiar with it, though.
  3. In the creation of such a website, you'll need a website and a database, with a scripting language to interface between the website and database. I would rather use php, as it is very flexible and can be created using an ordinary text editor. If you want to use asp, you'll need visual studio or equivalent to use it optimally. What you will need is a php server (apache web server) to test your work locally. Then you'll need a database server, mysql works very nice for this. You can download XAMPP, it automatically installs all the components needed for webserver testing, in php, etc. Search for tutorials on the web on how to search through a database using php. It may be a tedious task if you are not experienced in the field and I would rather acquire the help of a web designer. Fees vary, but choose wisely as many people pretend to be web designers, but are actually very experienced dreamweaver users.
  4. If you're not a programmer and have some time(1-3 months) you should use the site as a great way to learn web development. I'm personally an ASP.NET developer. I have no issues with other platforms but I like developing with Microsoft tools. You can download Microsoft's free IDE Visual Studio Express(a program to create your websites) and Microsoft's free version of SQL server express(a tool to maintain your database). You're also going to need a webhosting company.I use a webhosting company called UltimaHosting.com. If you don't have time to learn web development and want inexpensive web development try contracting work at Guru.com. You should be able to find a developer for $10-$20 an hour. Good luck.
  5. It can cost you maximum $100. You can contact web programmer at websites like http://getafreelnacer.com/ Do not pay before the work is completed.
  6. I can help http://onlyfor7dollar.com just join and request. if you don't have domain and hosting yet, you can also get from http://onlyfor7dollar.com/lifetimehosting.php
  7. I've been using the Webstarts Editor for some time now. With it's ease of use and straight forward 'What you see is what you get' functionality, I have been able to maintain complete control over my own website. Something that I was unable to do before making the switch to Webstarts.
