Job Hunting: How can I search online for local companies (10 mile radius?) with HR departments FOR FREE ??

I thought this would be simple. Google. key word - boom! there;s my list. Nope! I have tired for 2 days now... I need to locate local HR depts. and send out my resume. without spending ANY money - anyone have any knowledge on this subject - or ideas?? Thanks in advance!

1. go to your local library and request access to Reference USA, Harris Infosource or Dunn & Bradstreet. Access to these sites will be free through your library...or there might be a way for you to access them from home using your libray's site as a portol and your library card as a log on
2. try usajobs.com, hotjobs.com, monster.com, or go to a company in your areas website and look at careers.
3. I would recommend web sites like Monster.com, HotJobs.com, and Jobster.com. The benefit of Monster.com and HotJobs.com is that the employers post their openings. You can also specify the area that you're interested in. I recommend Jobster.com because it's a search engine that scours across all the job sites.
