Does a Human Resources Management Certification make sense?

I want to venture into Human Resources management. I have been an Office Manager and Senior Executive Assistant for over 14 years, having done tons of interviewing, recruiting and benefits dispersal during that time. I have a few college credits, no more than that. And they're all from 1986-7. Because my husband and I are considering a move to Irvine, CA, I am concerned about entering a new job market without a current certification to put on my resume. I have spoken to several colleges - online and off-line, as well as recruiters at about 12 agencies. And, after all that research I realize the advice was split about 40-60 between pursuing a Bachelors in Human Resources and pursuing Certification in Human Resources Management. I am open to either, though would really prefer the Certification - far more specific. Does anyone know which would be better out in the workforce? Thank you so much for your time.   1. You get the certification from the Society for Human Resource Management. You can check out the requirements for the certification on-line at their web site. I am not sure, but I think they now require a degree in management or HR management before you get the certification. It is not easy. I think the test was the most difficult I ever took and I walked out not having a feel for whether I passed or failed. I do have a degree in Business Administration, but still found it important to take the six week course to prepare me for the test. There are about 40 laws concerning employment. An HR Manager needs to be aware of all the laws and know when to just give advice and when to call the lawyer.
